PHP4.0.5 & Apache1.3.20 apxs problem

Hi, and thank in advance.

I installed apache 1.3.20 on my FreeBSD 4.3 server. I enabled the modules at all and the enabled the shared at max. Now, when I try to install PHP as a shared module I get the following message.

/usr/local/apache/bin/apxs: permission denied

The permissions are set at 755. Does anybody know a fix - solution
