Emulator / Testing on Local

Hey!
I want to be able to test and mess around with my PHP programming on my local computer. What do you suppose is the best way to do this? Do you know of any good emulators?
I have to use Windows (new computer will be Millenium - ugh!) - would be best to maybe use ParticianMagic to create a new partician and install Linux there and go from there? In that case, what do you do to transfer your files around? Upload them to yourself?
I'm new to administering Linux and trying to learn. Any proggies, write-ups, articles or advice you have is appreciated.

I sugest you download and install PHP Triad or a similar WINDOWS installation package. It's fully complete including ICONS that just starts the system. (with Apache, PHP, MYSQL) on a standard Windows9x/NT/2K system..

Forxserv is also a good working windows install.
