I'm not sure, since I've never used php_openssl, but I think you need to be running on an https connection to make it work. I've never heard of anyone getting IIS to support OpenSSL, since IIS has it's own HTTPS service, there's really no need of it. Besides, we all know how cooperatively Microsoft works with anything that has the word "Open" in it's name🙂 The best place to start is probably in the IIS documentation regarding it's HTTPS service.
