Install Help -- PWS & Win98

I downloaded php406-installer.exe and ran it for Win98 and PWS, but am unable to execute a simple .php page in my browser.

The error is:
CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers it did return are:

Completed:
- php.ini is in C:\Windows
- PWS virtual dirs have been set to 'execute'
- php.exe is in c:\php
- The registry lists .php (c:\php\php.exe)

What am I missing for this setup?

what I did (for windows me) is I already had pws installed but my scripts would be running on apache so I downloaded apache,php4.0.5 and mysql and installed them. I took like 2 minutes to install them (just read the docs they explain everything) and it runs perfect. That is what I would recommend over anything else.

I am now running Apache, etc., and all works fine. I was just interested in using PWS since I occasionally develop in Visual Interdev which wouldn't allow me to use Apache as the project web server for some reason. Anybody know how to make this work?
