Can a forum such as this one be created with PHP coding? If so, is there a tutorial to make one, because I really need to create a forum for my page through school.

as far as i know, this forum is based on the "open-source" or "free to dl" (dont know, which 1, but its free!) "PHorum"!
Its easy to set up and the homepage is right here:
