Here's the scoop:

We have seen some very strange behavior trying to get the compile right. We even attempted to use the PDFLib binary loaded as extension, but that caused the iPlanet web server to think it needed to load Java Servlets, which caused other problems. We have finally gotten the configure right, we think. It was running great this afternoon, and with NO CHANGES made has stopped working again this evening. There are no error messages in any log, PHP or servers at this point.
When PHP entries present in obj.conf, the server just hangs, can't even display the default page for the web server(HTML page). Take the PHP entries out of obj.conf and the web server works normally, albeit, without PHP. Appearances are that PHP is cranking on something and can't decide what to do, but at this point, who knows. I'm about ready to scrap our PHP projects permanently. Going on 2 weeks of trying to get this configuration working.
Ever seen PHP just go into never-never land? If so, please enlighten me....
