Connecting to MySQL server

Hi
I got MySQL installed in my linux machine and its running well.When i check the log it says that MySQL is started and its waiting for connections.
However i try telneting the the linux server from a different machine(win98)using the port which connects to the MySQL server ie
telnet augua.strathmore.ac 3306
When i do this i get the following error
Host '192.168.170' is not allowed to connect to this MySQL server.
What is the problem here.
Which configuration file is used to indicate the machines allowed to connect.
I hope you guys are gonna me out of this mess.

You should GRANT access to your host (W98 in your case) like:

GRANT ALL PRIVILEGES
ON .
TO george@192.168.170.1
IDENTIFIED BY 'password' ;

of course you should think about security and my sample doesn't do that because it give you all privileges in all databases
