This file should be in the root of where you extracted the files to. Copy it to your c:\windows directory and boot up your server again.

I extracted files from one promotional CD. in the cd isn't the file php4ts.dll Where i can found this file in the internet?
Well if you go to www.php.net you can download all the files there but I don't think you can get the php4ts.dll file seperately.
