What exactly are you looking for when you say "view and edit those pages in Windows"? Are you looking for an editor which allows you to easily edit the PHP code or are you looking for a graphical editor which will let you edit the resulting pages (sorta like FrontPage)?
If you're just looking for a code editor, the other suggestions are good.... but I'd suggest http://www.editplus.com/. Beautiful syntax highlighting and a bevy of other features.
If you're looking for the FrontPage for PHP, I'm afraid you're sh*te out of luck. PHP is a server-side technology and the html sent to the client is created dynamically each time the page is loaded. You'll need to drop out of FrontPage mode (...... that'd be a good idea all 'round, and not just for PHP) and get your hands dirty with the code.
