if u want to use postgres+php on windows Os u have two ways to use.one is install CigWin toolkit on windows which give linux/unix like environment on windows or use postgesql's windows source distribution written in visual c++.for this u can see postgresql's documentation on http://www.postgresql.org/idocs/index.php?install-win32.html
