Magic quotes really will not turn off

I have PHP 4.0.6 in an apache environment . I have turned off the magic quotes gpc in the php.ini file.
Restarted apache and still no difference.
Is there any util I can run to see what the confgi values are at runtime. I would like to find out if php.ini is really getting parsed.
