help with Open_basedir in virtual server

I always got this error message since we move to the new server.

And the "include" command is not working too.

ANYbody know what should i change with my php.ini / httpd.conf

There's only one thing you can do, switch off safemode in php.ini:

I already turn off the safe mode configuration to OFF but it's still not working.

do you think it's because im usikng shared hosting (virtual hosting).
I dont have IP address for that domain.

do you think by buying IP address will resolve the problem ?
