MySQL Permissions...Grant Table

Hey does anyone know how to make the grant table different? Like whats the commands look like? Here is what I want to happen. I want anyone on the net to be able to execute a script...NOT JUST LOCALHOST. So is that part of the grant table? I think it is but mysql.org gives no decent explaniation of it. Ok so I can't spell. Could someone put it in real person's terms? Thanks!

Did you read the GRANT and REVOKE syntax and examples in the mysql manual?
