How do you apply the 406 - 411 patch?

I just downloaded the patch from 4.06 to 4.1.1 and I can't figure out how to use it. It says it's a unified diff file and some searching on the web indicated that "patch < $filename" is the right direction to go in. What directory do I need to put the patch in? What command do I need to run to patch my php?

ANy help would be appreciated.
