I'm the Web Admin for the Texas House of Representatives and I'm about to put in a request to install PHP on our servers (test & prod) so I can manipulate XML data using XSLT (among other things). Fearful that they'll screw up this request by not enabling the XML/XSL support built into PHP, I'd like to give them specific instructions on how to enable it and/or to let them know what else they need to install.
After perusing various online guides, I see that Sablotron is currently suggested by many. HOWEVER, I also noticed that Sablotron has just been replaced in the newest versions of PHP. Go to...

...and look under the title Version 4.1.0 (Dec 10, 2001), the 3rd comment is “Removed the sablotron extension in favor of the new XSLT extension.”

What is this new XSLT extension and does anything special need to be done to enable it during the PHP installation? Do I need to tell my server administrators to install any other processors or extensions to make the XML+XSL=HTML process work? I believe the servers they'll install it on are Windows (not Unix), if that makes a difference.
