to run telnet & FTP services !

Hi all,
I installed RedHat Linux 7.1, in PentiumIII processor, with Custom installation of selecting all, and In the security i selected High option and enabled ftp, telnet, samba, etc.,
But the FTP, Telnet are not working in that system. There is no inetd.conf file .
What i have to do ?
send me a solution to my email ID.
