php_admin_value with apache 2.0.3x??

Hi everybody -

Has anybody been successful using php_admin_value inside an apache virtualhost block with php 4.2.0 and apache 2.0.3x?

This is driving me crazy. i want to setup safe_mode for some virtualhosts but not all...i can get safe_mode working from php.ini but apache won't let me use php_admin_value...apache keeps giving me:

"php_admin_value not allowed here" !!

so i use php_value, but it's not making a difference either.

any help would be greatly appreciated!!
