phpDev.. indstallation

Hi..
I just instelled phpDev that includes this cofigurations:
PHP Version 4.0.6
Windows 95/98 4.10
Apache web server

now I want to change the PHP.ini cofigurations, but something weard is happening, no matter what I change in the PHP.ini it doesnt change the phpInfo function. more than that i say I deleted all the PHP.ini in my Computer and still, the phpInfo is the same...

what can be the reson?
I uninstalled my last version of php.

Could you get php to work as a module in apache?
I also have win 98 but it does´t seem to work that way. If you know what can I do please tell me. Greets.
