Please i use php and oracle8 on windows NT 4.

When i try to connect to my database i get :
Fatal error: Call to undefined function: ocilogon() in D:\Apache\htdocs\cdr\b.php on line 4

Can can you help me ?

I'm not positive, but you probably don't have the OCI8 or Oracle php libraries/extensions installed. In unix you specify this with "--with-oracle=... --with-oci8" (not sure about that last one). Not sure off hand how to specify this for Windows, but I imagine you need to have the proper dlls (php_oracle.dll and php_oci8.dll) in the right directory.
