Why error execute while compile is fine?

Hi, all:
Could anybody help me to figure out why I got the execute error when I want to request in the browser, that say want to execute, even though the compile is fine.
The error info like that:
(8) Exec format error of /opt/web/cgi-bin/test.pl failed.
Appreciate for any feeback.
