like I can't get Microsoft IIS4 to get to PHP! help me!

Are you sure it's not IIS6? If you're running WinXP you shouldn't have below IIS5.
Follow the instructions in the PHP install file to a T or else it won't work right.
And if all else fails make the switch to Apache.
I suggest the switch to Apache.
