pass variables through URL

I use apache 2.0.39 win32 and php 4.22dev, note, this is my first time installing apache/php. and my variables will not pass though a url. I have read that the global variables are turned off for security reasons. i have no reason for security since i will be using it for development. how do you turn them on?

change "register-globals" to ON in

php.ini
