Cgi not running on Apache for Win98

I have downloaded Apache for my Win98. Its running properly. But whenever I try running a CGI script, the FILE DOWNLOAD option pops up. What could be the possible reason!!!

If you don't care whether you run Apache, try BadBlue. Seems to better behaved for Win98, etc. Tiny download and you should be able to download, install and configure it for PHP in about a minute or two.
