Sablotron Extension on win 98 with PWS

I tried to install the Sablotron XSLT extension on win 98 with PWS. The following error messages occure:

Cann't load dll.

Device isn't working.

The php_sablot.dll is in c:\php; extension_dir=c:\php. The DLLS sablot.dll and expat.dll are in c:\WINDOWS\SYSTEM together with the sabc...exe.

Does someone know a good installation guide for win 98 and PWS. Shanx doesn't work too. Or is it not possible to install php extensions on win 98 with PWS, especially SABLOTRON.
