mail() not working, config problem??

Env:
Win98 (For dev only! NT4 for production ;-)
Apache 1.3.11
PHP 4.0.6

When trying to send mail, browser returns:
Warning: Failed to Connect in c:\apache1311\htdocs\ip\public\sendmail2.php on line 2

Line 2 of PHP document is:
mail("[e-mail]", "Test Subject", "Test\n Test\n Test");

In c:\php\php.ini (Is this the right location for it??)":
smtp = mymailserver.com
sendmail_from = andrew@socketsolutions

I also have in httpd.conf:
php_value smtp mymailserver.com
php_value sendmail_from [e-mail]

Im at a total loss here, any help or suggestions please? Id like to hear from someone that has similar/same env as mine please.

What does the output of phpinfo() tell you about your smtp and sendmail_from settings? The normal location for php.ini is c:\windows (or c:\winnt), which is why your php.ini settings are probably having no effect. Using the php_value directive in httpd.conf requires that the settngs and value be in quotes:

php_value "smtp" "my.smtp.com"

You can however place your php.ini just about anyware as long as anyware is in your %PATH%. For example, I use different php.ini's for my web-based (Win32 Apache module) and php-gtk (CGI) installations of PHP (4.0.6 and 4.0.7-dev respectively). Since I've already got e:\apache in my %PATH% that's where the web version lives. The CGI version of PHP will always look first in the executable directory for php.ini, thus I get no conflicts.
