CGI Error

hello,
we're running a NT4(Service Pack 6a) -Server with IIS 4 including PHP as CGI-Service.
If a PHP website doesn't exist we get the error:
"CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers. The headers it did return are:"

How can we change this error message?

I had the same problem sometime when working on organization's PC. It appear to happen on the client side, because I never run into it on my own PC. I would appreciate if you get
some ideas and let me know.
