if by optimizing you mean replace them with a nekkid picture of your mom.... YES.
otherwise, i have no idea what you are asking... a simple smoothing filter some might say would 'optimize' but basically you can use GDlib, or Imagemagik or any kind of server side graphics edit to do anything with your images.
