directory security

Hello I am running IIS5 and win2K adv. I have creating directorys dynamically based on mysql database entries, class, time, username. subdirectories. I would like to restrict user acess based on username, I don't know how to put access rights on to dynamically created folders.Help please, sorry if this does'nt make much since, I have been up too long.. thank you, I will explain more if I need to.

wrap every php request around a filter script using mod_rewrite

then in that script, if they are accessing a directory, parse the URL, figure out if they can see it, and then do something.
