How do you bypass restrictions on win 98

I have this Dell Optiplex GX 150, and it has restrictions on it set by a systems adminstrator, the system adiminstrator is using a program called winlock pro, and has disabled the cd-rom drive, control panel and a few other key features (accept floppy drive), I was wondering if there is anyway to make these features available again with out formatting the hardrive, I have been told using windows safe mode maybe the answer but I don't know what to do. Any help would be great. Thanks.

uhm point 1: what does this have to do with PHP, and point 2: why would we want to help you hack your computer? Why don't you talk to that system administrator instead?
