Directory Permissions under Windows?

I'm working on some file upload stuff on my webserver (Apache 1.3, Windows XP, PHP 4.1, mySQL 3.23) and am getting this error after trying to upload my file:

Warning: Unable to create 'c:\Program Files\Apache Group\Apache\htdocs\account\upload': Permission denied in c:\program files\apache group\apache\htdocs\account\read_playlist.php on line 6
Couldn't copy the file!

I know the directory exists, why should it need to be created? Or is it referring to creating the file within this directory? Do I need to set write permissions on this directory? If so how would I go about doing that in Windows? When I check the properties of the folder "Read-Only" is checked, and I can't remove it. I'm not sure if that has anything to do with it or not. Also, I'm not seeing the file even appearing in the PHP temporary directory. Is it removed when the script fails?

It's difficult to help you, since you didn't show any code.

In general, for some strange reason, I encountered similar errors recently.

In my case, I tried to save the file with the original filename.

The script worked only when I change the name of the file to something else.

E.g. say the original name is cityscape.gif, and I try to save it as cityscape.gif, I get an error. But if I change the name to say a random_number.gif, the upload succeeds.
