i want to know. can we write PHP as a Dos Based Console Programs ?
meaning. writing program like c.
if so. can we use all the features of PHP ?
please help me ..

You can write scripts called like that:
php.exe yourscript.php
You won't get any EXE-files because PHP not being a compiler but an interpreter. Best regards,
