Okay, I'll go out on a limb here and try to help. First of all, I agree with tacohell. You should install Linux. Everyone knows Linux is awesome and affordable and will make your life easier... But if you want to keep your Windows XP (don't know why you would), fine... The problem can be fixed. Also, "Big Techies" that use Windows rarely exist and your chance of finding one that can help you is unlikely. Okay so let's start.
First of all, who is your ISP (internet service provider)? That has a lot to do with your issue. Without knowing that it will be impossible for us to help you. What kind of a connection do you have to the internet (i.e DSL, Cable Modem, Dial-Up). What does your ISP require you to have set up? Do not just jump right in and think this is DHCP problem or DNS. Also, have you tried going to other pages, besides that disgusting Windows search page. Might I recommend Google.com? Check this information and get back. One last thing to note. I regret saying this but I too have used XP and from what I've found, most of the settings are done automatically. For techies that is a bad thing but in your case, it means you should try to avoid making changes to your network properties. Let Bill Gates' multi-billion dollar system try to do it for you. And if you have reinstalled XP, then your problem is likely going to be outside your XP box.
