I just conquered this issue.
I'm running Win XP which is made from the NT core, so I am confident the below works for both.
I downloaded the full "myodbc" install zip file.
The install .bat file had a terrible time copying the files to the right places since Win XP/NT uses a slightly different directory structure than Win 9x.
I had to move all the files from the myodbc.zip to C:\WINNT\system32.
Then I was able to use the odbc tool in the control panel to setup user and system DSNs.
Two things about file DSNs.
1. Programs on Office XP want to store the DSN files in a DIFFERENT directory than the control panel utility. The traditional path to .dsn files has been:
C:\Program Files\Common Files\ODBC\Data Sources
Office XP want to keep your DSNs here by default:
C:\Documents and Settings<<WindowsXPUser Name>>\My Documents\My Data Sources
So if a DSN is missing or doesnt seem to have been created check the other dir.
Here is the contents of a working mysql .DSN file:
